José Colón-Rivas, Ph.D.
Dr. Colón-Rivas is an innovative and dynamic leader with over 26 years of experience in administration and teaching. He brings organizational and administrative expertise that will allow him to support and motivate staff to create the best possible learning environment for our children.
As chief operating officer, Dr. Colón-Rivas will be responsible for supporting the advancement of the district’s strategic direction, overseeing the day-to-day operations of Hartford Public Schools and ensuring the highest level of resource accountability.
In his role at the Hartford Public Schools, Dr. Colón-Rivas has the opportunity to lead the efforts of the Equity 2020 Advisory Committee which is providing guidance for district consolidation given our city’s challenging financial outlook.
Dr. Colón-Rivas earned a Ph.D. from Penn State University in Curriculum and Instruction and a Master’s degree in Administration and Supervision from the Inter American University in San Juan, Puerto Rico. Since 1988, he has served the Hartford Public Schools district as teacher, supervisor, principal, and senior director for curriculum and instruction.
Beginning in 2005, he led the design and implementation of Connecticut’s first “Blueprint for Young Children.” In 2011, he became the founding director of Hartford’s Department of Families, Children, Youth and Recreation.
Dr. Colón-Rivas has received numerous local, state and national awards in recognition of his professional contributions, and he served as a member of Hartford’s Board of Education from 2012 to 2016.
