Dr. Leslie Torres-Rodriguez

Superintendent of Schools

Dr. Leslie Torres-Rodriguez is the Superintendent of Hartford Public Schools, one of the largest urban school districts in Connecticut. Born in Puerto Rico, she migrated to Hartford at the age of nine. A product of Hartford Public High School, she has served as an education leader in the Greater Hartford region for over 25 years. Prior to her appointment as Superintendent, Dr. Torres-Rodriguez was Acting Superintendent and the Assistant Superintendent for Instructional Leadership at Hartford Public Schools, where she provided culturally courageous leadership to support the comprehensive improvement efforts of a network of 11 schools.

Deputy Superintendent of Schools and Academic Excellence

Dr. Kondra Rattley is an experienced educator who remains committed to creating conditions  in which students, teachers, and leaders can thrive. Dr. Rattley’s career in public education began in the role of high school biology teacher before teaching middle school and then becoming a school counselor. Dr. Rattley has experience developing district-wide implementation and monitoring systems, teacher and leader professional development, and outcomes-focused continuous improvement processes.

Deputy Superintendent of Administration, Strategy, and Performance Accountability

Prior to joining Hartford Public Schools, Paul Foster served as a senior leader and member of the Superintendent’s Cabinet in Springfield Public Schools for 12 years. As the Chief of Strategy, Innovation, and Accountability, Mr. Foster was responsible for the leadership and management of community-driven strategic planning, instructional innovation, progress and performance management, technology, digital learning, and assessment.
